Environmental specifications for new rolling stock

IRS 30345 establishes a harmonised framework of environmental specifications for the procurement of new rolling stock, covering passenger and freight vehicles such as locomotives, multiple units (EMU/DMU), wagons and coaches. Its purpose is to embed sustainability into procurement processes, ensuring rail remains the most energy-efficient and environmentally responsible mode of transport.
This IRS replaces UIC Leaflet 345 and introduces updated requirements aligned with international standards, EU legislation and the Corporate Sustainability Reporting Directive (CSRD). It adopts a lifecycle approach, addressing environmental performance during manufacturing, operation and end-of-life phases.
The specifications are organised into four focus areas:
• Energy efficiency and GHG emissions – reducing energy demand and carbon footprint across the lifecycle.
• Noise and vibrations – mitigating external noise and vibration impacts on communities.
• Air quality – limiting exhaust and non-exhaust emissions, including particulate matter.
• Material use and circularity – promoting a circular economy with circular inflow and recyclability.
Each specification is classified as a legal specification (LS), a system requirement (SR) or an informational specification (IS), with guidance on applicability, recommended methods and compliance assessment phases.
By applying IRS 30345, procuring entities can align procurement with global sustainability goals, regulatory obligations and best practices; reinforcing rail’s role as the backbone of sustainable mobility.
