Cost Evaluation of Railways Projects in Asia
The present study suggests a combination of theoretical and practical approaches to the analysis of the structure of costs of some key railway projects in Asia region.
The first part, which is theoretical one, includes methodology proposed to assess efficiency of investment and methods to analyze costs and benefits. The methods can be used as a basis to assess projects, either on-going or planned, at national level, abroad or internationally.
The second part, which is focused on practices, includes review of the Asia railway projects market, including different types of on-going projects (projects with international participation are considered), approaches to their funding and integrated analysis of core costs and benefits. The review is based on the analysis of the open data sources. The objective of the second part is to demonstrate the implementation of methods of analysis of costs and benefits and to present their breakdown within different types of projects, isolating most important lines of costs and benefits.
