ln order to improve the quality of international wagon­load freight forwarding, it is essential for a system to be defined that can be applied on all the Railways, so that wagon movements can be con­trolled throughout the journey from the forwarding to the destination station.

Moreover, the application of this system will avoid re­labelling of wagons at frontier points during transfers from one Railway to another and will simplify classification of international traffic flows
