Tickets can be counterfeited in various ways which are detrimental to the interests of the railways and, in certain cases, to those of passengers. The purpose of
UIC Leaflet 361 is to describe the possible types of ticket fraud and outline fraud prevention and detection methods. It applies not only to travel tickets (tickets, free travel passes, season
tickets), but also to all other documents giving entitlement to a "passenger" service (all types of supplement, reduced-rate cards, etc.).
The leaflet contains a non-exhaustive list of types of fraud ranging from fraud common to all types of ticket to fraud specific to certain types of ticket (pre-printed tickets, manually and electronically-issued tickets), the types of persons committing fraud (station staff, travel agencies, passengers, third parties) and describes in detail the measures to be taken to prevent fraud. It also describes the mandatory methods and inspections to be introduced in international traffic by all railway undertakings party to the joint international tariff agreement for the carriage of passengers (TCV) including arrangements for feedback.
Lastly, the leaflet gives the addresses of the offices responsible for dealing with cases of fraud in each railway undertaking.
