IRS 60672 is the third part of the Implementation of a High Speed Railway series, and specifies the elements required to assess the practicality of the proposed HSR project from a technical and economic perspective to help guide investment decision-making. It stipulating methods for assessment of a project's environmental impact, as well as revenues and costs, and outlines the steps involved in multi-criteria analysis, which considers the economic, environmental and social aspects of the various options with a view to selecting the best possible solution.
