These guidelines are an output of the UIC Exceptional and Overloads on Existing Infrastructure (EOLE) project and address issues from overloaded trains on railway infrastructure. They deal with unplanned overloads, the effects of wheel flats, and heavy load consignments.
The use of wayside monitoring systems shows that unexpected static and dynamic overloads are far from rare. Specific traffic conditions may generate loading cases that significantly diverge from existing load models and those considered for infrastructure when categorising track load resistance.
These guidelines are intended for structural experts and infrastructure managers to provide guidance for managing overloaded trains on infrastructure. The methods described in these guidelines aim to help maintain the structural integrity of the railway infrastructure and allow safe and reliable operation.
They apply for the assessment of railway infrastructure when unplanned overloads or planned, heavy load consignments are taken into account, by providing the relevant methods to technical experts and managers.
These guidelines do not include rules for operation.
They are complemented by two technical documents:
• State-of-the-art report written in 2017 and updated in 2024
• Research report, which includes:
  o Study of the occurrence of overloads on the Finnish network between 03/2018 and 02/2019
  o Simulation of railway traffic with overloaded wheelsets for selected structures
